Commissioner Dennett asjrs: "It Is Imperative that new legisla tion be passed covering; the disposi tion of coal lands In Alaska and in the United States. The Inadequacy of the present laws Is universally conceded. This proposition, therefore, needs no argument. The progress of advance ment In the West Is being retarded un der present conditions by the difficulty In the successful opening of new mines under legislaUon as it exists today. Competition has been checked. The consumer Is having to pay. therefore, a a-r eater price than it would be reason able to expert he would have to pay if It were possible to open new mines un der legislation which would encourage the development of this resource. "Legislation, however, which would not retain In the United States the right of supervision over the marketing of the product, would be a mistake. To throw this resource open so that the coal deposits would ultimately pass in to the hands of monopolies and trusts would be to render the conditions worse than they are at present. Con-grea--. therefore, should carefully guard the enactment of legislation, and see to it that the requisite control Is re tained in the United States, so that a romb'nation for the purpose of unjust ly advancing prices can be checked through Government supervision. Cheap Price Is Obiect- The object to be obtained Is the lay ing of this public necessity in the coal bins of the ultimate consumer at the cheapest possible price consonant with a due adherence to the principles of conservation. "The same general theory should govern the enactment of legislation on the disposition of lights In water powers, namely, a guardianship looking to the supplying of the public needs at the cheapest rates. There is no de struction of supply in the use of water power." The Commissioner Is of the opinion that administration would be Improved if the offices of register and receiver ' of local land offices were consolidated. On this subject he says: "The organization of the local land offices should be changed, and a great deal of money saved, and better ad ministration secured, by the abolition of the positions of register and receiver and the creation of one position in lieu of the two. "This divided responsibility is not a successful method of management for any office. Experience haa shown that there are frequent clashes between the two officers. The simplest organiza tion would be the creation of a new of fice and the placing of one man in rharge of all the work of the local of fice, end substituting for the receiver a bonded clerk. This bonded clerk could be secured for the work to be performed at a salary ranging from 1IS0O to 12000 a year; and the difference between that and the salary now paid to receivers would amount In saving to the Government. In round numbers, to snout $150,000 a year. Better adminis tration would be secured, and the Gov ernment would save a considerable sum. I-ong Trip Necessary. "At present proofs are taken before the register and receiver. This necessi tates In many cases a long trip from the land to the local office and entails a large expense upon the applicant, who has to journey thereto and bring Ms witnesses to testify In support of his claim. If this course be not pur sued, the proof is taken before a United States Commissioner. It Is respectfully recommended that a more expeditious way, and one where there would be lesa cost to the claimant, would be un der a system allowing proofs to be taken upon the land Itself, before a special agent designated to visit the land, who should be authorized to col lect from the claimant a fee. the amount of which should be based upon the dis tance of the claim from some given point within the land district." A table appended to the report of Commissioner Iennett. showing the to tal acreage of lands entered each year In the respective states from 1904 to 11 ' Inclusive. Indicates that (nnd ac tivity In Oregon haa been steady for the past three years, and was grester In each of those years than any time since 1904. when h'gh-water mark was reached, with a total of 1.173.41a acres entered. In 110 there were 1.050.7:3 seres , entered In Oregon. 41.000 acres lees than In 1J05 and U.oflO acres more than 1n 130. Washington Kntries Decline. Entry of public lands In the State of Washington has been steadily declining since 1J0. when the aggregate area entered was 3.07 acres. In 110 the acreage was only i0.7l. as sgalnst n.s4 In 190. Idaho, on the other hand, shows a greater acreage entered In 110 than in any one previous year. The total fur the past fiscal year was 1.7(8.010 acres, as against 1. 333.441 in 190s and 1.047.402 in 10S. Another table made a part of the re port ahowa the amounta received un der the timber and stone act In the various statea from the data of the puur of that act. June S. 1S7S to June 30. 1M0. Oregon leads all other statea. having turned into the Federal Treasury under this one law 15.017.45. This represents payments on 15.114 timber and stone entries, embracing 3. (91.114 acres of timber land. Washington Is third on the list, with a total of i.:H.770. representing li. s;j entries embracing I.OS7.701 acres of land. In Idaho there have been 7.074 timber and stone entries, covering 54. ::J acres. From this the Government derived I3.414.:i. Turnvercln to Celebrate.
